Article 4 Direction for Luton

On the 5th of October 2023 a new Article 4 Direction will come into effect for the Luton Town Centre and surrounds. An Article 4 Direction is made by a local planning authority restricting the scope of permitted development rights. This Article 4 Direction for Luton will prevent the conversion of specific uses to residential accommodation in particular areas through prior approval, requiring the submission of a planning application to carry out any form of development on site. This will bring into effect the removal permitted development rights set out in Class MA General Permitted Development Order (GPDO). Class MA allows for the change of use from Use Class E (commercial, business and service) to Class C3 (residential).
